Financial Budget Analyst – Accounting and Auditing
Under the direction of the Director of Corporate Services, the Financial Budget Analyst is responsible for preparing the annual city operating budget, five-year forecast, and decision-support services to the CAO and Council. This position assists in the development of short and long-range financial plans related to fiscal requirements; comparing it to actual results, reporting on variances, analyze, facilitate, develop and interpret financial information and legislation in the budget, business process, systems and financial reporting, documenting, monitoring and reviewing controls and integrity. The Financial Budget Analyst also prepares and reviews revenue and expenditure projections and assumptions; conducts ongoing monitoring of City revenues and expenditures and provides analysis of trends, culminating in periodic reports on City’s financial performance and annual report on City’s financial condition.
This positon acts as an advisor to department managers in formulating their budget submissions, proposing enhancements to budget models, examining capital budgets and issuing recommendations and reviewing budget model for errors. You will also maintain the budgeting policies and procedures manual and provide technical assistance and training to departments concerning budget and accounting issues. In addition to reports, audits, records/filling, this position also helps with asset management and others duties as outlined in the job description.
The successful candidate will have a Masters or Bachelors Degree in Accounting, Business Administration or closely related field. They will also bring two to three years professional level experience in budget or accounting with exceptional spreadsheet construction skills with MS Excel and budgeting software. Ideal qualifications would include holding a CPA designation and/or enrollment in a recognized accounting association.
The Financial Budget Analyst should also have the working knowledge of accounting principles and budgeting practices with related financial standards, thorough understanding of Generally Accepted Accounting Principles (GAAP), knowledge of Statutory accounting principles and be able to demonstrate appropriate understanding/working knowledge of accounting principles and internal controls.
Equivalencies that include a combination of education, skills and abilities to formal education may be considered.
The annual salary for this position starts at $71,424.47. The City of Iqaluit also provides an excellent benefit package and an annual Settlement Allowance of $20,907.43.
