The Position

The focus of our new Deputy Chief of Emergency Services in the City of Iqaluit will be to plan, organize, direct, implement and control the operations and training programs for all full-time, casual, and volunteer fire, emergency medical, and dispatch personnel. Life safety, property protection, injury prevention, and emergency mitigation through public education, prevention initiatives, and emergency response will be primary objectives for the incumbent.

What does success look like?

Under the direction of the Director of Emergency Services, the Deputy Chief of Emergency Services will have several key areas of focus:
• Operational management: Align departmental plans, initiatives, measures and targets to the Emergency Services strategy and monitor progress against objectives. Monitor key metrics and make recommendation for improvements where necessary.
• Compliance: Responsibility for the compliance and enforcement of codes, by-laws, standards and regulations including occupational health and safety pertaining to fire, ambulance and dispatch services.
• People Management: Serve as a Duty Officer; perform management responsibilities such as performance management, training and development, interviewing, and scheduling. Recruit and oversee the Volunteer Firefighter Program.
• Build Relationships: Identify opportunities and take action to build relationships across departments, teams, and within the Community to help achieve departmental priorities and objectives.

As our ideal candidate you will have:
• Proof of progressive emergency service experience.
• Demonstrated experience and progressive responsibility as a training officer.
• Demonstrated pre-hospital medical care experience
• Progressive responsibility in Incident Command.
• Previous experience in a supervisory capacity.
• Post-secondary education in Business, Public Administration or Fire Service Management.
• Superior verbal and written communication skills with the ability to communicate with multiple stakeholders.
• Previous experience in the development and delivery of fire and pre-hospital training programs.

Candidates must include a summary of their technical skills and certifications such as
- NFPA 1001 Level 2 (Fire Fighter)
- NFPA 1002 (Apparatus Driver/Operator)
- NFPA 1021 Level 2 (Fire Officer)
- NFPA 1033 Fire Investigator Level 1
- NFPA 1041 Level 2 (Fire Service Instructor)
- Emergency Medical Technician – Ambulance/Primary Care Paramedic certification
- Current CPR-C certification
- NFPA 1521 Incident Safety Officer
- Class 3 Driver’s License Airbrake

The following skills/certifications are an asset but not required:
- First Aid/CPR Instructor
- Certification in Ice Rescue, Confined Space Rescue and/or Dangerous Goods Operations
- TDG Instructor certificate
